He was born Nov. 14, 1959 to the late Thomas and Barbara (Isaacs) Spencer.
Arley is survived by his siblings Tom Spencer Jr., Tammy Spencer, Randy Spencer, Barbie Marcourt, Gary Spencer and Mary Hallmets. He is also survived by many nieces, nephews and cousins.
Private services will be held at the convenience of the family.
