ARKWRIGHT Kinks in big project upsets small town

Be careful with what you wish for — and in the town of Arkwright’s case, they had hoped for some major overhauls after a windfall of cash from the developers who constructed 36 turbines. They did get a bit of that, but the final product has officials disappointed.

During this month’s Town Board meeting, elected officials noted their new Highway Department building has too many flaws. The steel of the building appears dented or damaged because of an issue referred to as oil canning. That includes the over-driving of fasteners, loose or tight clips, uneven substrate, underlayment that is not flat, or the primary structure being moved.

While the building still appears near complete, the town does not believe it is good enough for the amount it is spending on the project. “It looks like dents from either not being installed correctly, or being mishandled … and there is no excuse for what we’re paying,” Supervisor Brian McAvoy said.

Adding to the frustration is the cost, which is more than $850,000. The general construction bid was awarded to NCI Construction, of Lancaster, in the amount of $742,000.

Officials are going back to the architects with their complaints, but this project could have been bigger — and better — if it was shared with another nearby municipality. Arkwright, a town with a population of 1,030, would be better off working as a partner with another town — maybe Villenova or Hanover.

For now, that’s a lot of money — even if it is from turbines — without the proper results.
