Peg Smith’s daughter, Becky Conti, and Jim Noto’s brother, Chuck Noto, toss up the ceremonial tipoff for the 19th annual Noto-Smith Memorial Basketball Tournament at Northern Chautauqua Catholic School. The tournament is back after a three-year COVID hiatus and runs through Sunday. The tournament is open to the public and will feature contests and raffles. An autographed Josh Allen jersey will be raffled off.
