CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT

– Kayla E. Seagrave, 26, of Panama, was charged Oct. 28 with speeding, driving while intoxicated, and DWI per se. According to officials, at about 7:10 p.m. deputies conducted a traffic stop on Charlotte Center Road in the town of Charlotte. Through investigation it was determined that Seagrave allegedly was driving while intoxicated. She was placed in custody, and will be in Charlotte Town Court later.

– Ingrid E. Collins, 49, of Stockton was charged Oct. 29 with criminal obstruction of breathing. According to officials, at about 2:54 a.m., deputies responded to a Stockton address for a report of a physical altercation. Upon arrival an investigation was conducted and it was found that Collins allegedly obstructed the breathing of another person inside the residence. Collins was taken into custody and taken to the Chautauqua County Jail. Collins will appear in Stockton Town Court later.

– Ryan M. Deland, 34, of Ripley, was charged Oct. 20 with endangering the welfare of a child. According to officials, at about 12 p.m. the Chautauqua County Sheriff’s Office Criminal Investigation Division conducted an investigation regarding a report of child endangerment. Through investigation, it was determined that Deland allegedly caused bruising to a child. Deland will be in Ripley Town Court later.

ELLICOTT TOWN POLICE DEPARTMENT

– Nathan A. Kowatch, 34 , of Latrobe, Pa. was charged Oct. 20, with criminal possession of a firearm. According to police, officers responded to a found property complaint, where it is alleged Kowatch left a handgun in a bathroom of a local business. Police said Kowatch is a Pennsylvania resident and does not possess a New York State pistol permit, making it illegal for Kowatch to possess a firearm in NYS. Kowatch will be in Ellicott Town Court later.

– Dustin D. Pickett, 37 , of West Ellicott was charged Oct. 24 with second-degree assault, and fourth-degree criminal possession of a weapon. According to police, officers responded to a person with a weapon, where it is alleged Pickett menaced and attempted to stab the victim, numerous times with a large knife. Pickett was placed into custody, and taken to the county jail. Pickett will be in town court later.
