Sherman board approves K9 complex

SHERMAN — Village Board members opened their March meeting with zoning matters tied to a proposed K9 complex at 123 Prospect St.

Christine McKay received a special-use permit for a 10-by-24-foot pre-built shed on the property. Trustees also approved a 15% permit fee reduction for a proposed 96-by-200-foot structure to house the K9 complex at the same address.

Mayor Colleen Meeder recommended the reduction because the standard fee would total nearly $3,000.

“It’s really a glorified pole barn, but because it’s the primary commercial structure on the property, we have to charge 15 cents per square foot,” Meeder said. “The 15% reduction will result in McKay paying $2,448 for the permit fee.”

Following the Municipal Zoning Board meeting, trustees held a public hearing on a proposed property tax levy increase that would exceed the allowable state cap. Meeder reviewed all aspects of Local Law 1, which authorizes the override, and explained why the action is necessary.

At the subsequent regular meeting, the board voted to adopt Local Law 1, permitting the tax levy limit override.

Trustees also accepted revisions to the Village of Sherman Stormwater Infrastructure Improvements Project, a capital project administered through USDA Rural Development.

“The reason for these modifications is to update the final allocations of administrative, technical services, and construction costs of the village stormwater improvement project and to account for the unspent budget line items, reallocating funds to necessary change orders,” Meeder said.

The budgetary modifications — which include decreases in bond counsel, bookkeeping and legal notices, parking lot, and contingency line items — resulted in a net budget decrease of $45,140.55.

In other village news, Clerk Jeanette Ramm is preparing flyers for the Sherman Historical Society. The April newsletter will feature volunteer recruiting and contact information for joining the Society for the Preservation of the Yorker Museum.

Meeder reminded trustees that 2025 marks the nation’s 250th anniversary. The Memorial Day celebration, set for Monday, May 25, will feature guest speakers and a parade beginning at 10 a.m.

Trustees approved a resolution supporting increased state aid to municipalities, urging the New York State Legislature to include at least an additional $100 million in Temporary Municipal Assistance in the adopted state budget. The board also accepted a $5,200 quote from C&C Construction to rebuild the French Creek Kiosk as part of the Stormwater Improvement Project restoration, and scheduled a public hearing on the proposed 2026-27 village budget for Wednesday, April 8, 2026, at 6 p.m.
