Skinner, 45, of Jamestown was charged with two counts of endangering the welfare of a child and second-degree harassment at 9:04 p.m. Tuesday after city police officers responded to a domestic incident on the city’s west side. Skinner allegedly hit a youth in the side of the face and also allegedly got into a fight with an adult woman. Police report the fight took place in the presence of a second youth. U.S. Attorney Michael DiGiacomo announced Monday that Christopher Porter, 37, of Angola, pleaded guilty before U.S. District Judge Lawrence J. Vilardo to theft of mail by an officer or employee, which carries a maximum penalty of five years in prison and a $250,000 fine. Assistant U.S. Attorneys Franz M. Wright and Andrew J. The operator was identified as Seth Troyer. Further investigation found Troyer, 20, of Corry to be operating the vehicle while intoxicated.
