Pay stubs could be eliminated

State residents may saying goodbye to a printed pay stub every time they receive their paychecks.

A.4687A/S.2328A, sponsored by Assemblywoman Nily Rozic, D-Flushing, and Sen. Brian Kavanaugh, D-Manhattan, would allow employees to receive an electronic confirmation of their pay information.

Currently, Minnesota, Florida, Kentucky and South Dakota all have similar programs in place, Rozic said.

“By allowing employees to have paychecks directly deposited into their bank accounts, New York State has reduced the environmental and economic costs of its payroll administration,” Rozic wrote in her legislative justification. “Unfortunately, all employees — those enrolled in the Direct Deposit program — still receive printed copies of their pay stubs by mail or delivered by hand at their workplace. This legislation would require the state to give employees the option of receiving their pay stub electronically, with the same information that is currently printed on paper pay stubs. In addition to the environmental benefits resulting from the reduced use of paper, electronic pay stubs ensure on-time delivery of payroll information and save resources by eliminating printing; postage and administrative costs.”

Versions of the legislation have been introduced in the past four legislative sessions, with the bill never making it out of committee.
