A potential buyer for Al Tech Specialty Steel Corp. has stepped forward, company officials announced today. Universal Stainless & Alloy Products Inc. of Bridgeville, Pa., has signed a letter of intent to purchase the assets of AL Tech in a transaction valued at about $38 million. Universal produces semi-finished and certain finished specialty steels and would be able to supply the Dunkirk plant with raw materials, making it a fully integrated mill again. If an agreement can be finalized, growth and increased revenues are expected. AL Tech has been engaged in an effort to reorganize and emerge from Chapter 11 bankruptcy, and has been looking for a buyer for several months.
